Connecticut officials are assessing damage from severe flooding on Sunday and asking residents to report it as the state determines whether it could qualify for federal disaster assistance.
Parts of the state saw more than 7 inches of rain on Sunday, causing significant flooding, a partial closure of Tweed New Haven Airport, water damage, and rescues.
Gov. Ned Lamont held a news conference at noon on Monday at the State Capitol in Hartford. He was joined by state emergency management and transportation officials.
“Yesterday was a rain bomb,” Lamont said. “It’s how sudden the intense rainfall is, five, seven, nine inches in a very limited period of time, and that’s what caused severe flooding that overwhelms our stormwater drainage systems.”
State officials said most damage reports so far are coming from Fairfield County. State Emergency Management Director Bill Turner said a pocket of about five to 10 towns “seem to bear the brunt of the damage.”
“Fortunately, we’re not aware of any injuries or fatalities,” Turner said.
Residents who experienced flooding or other storm damage are being asked to report it to the state, regardless of whether the damage is insured. The form to report damage is available on ct.gov. Officials will use the reports to determine whether Connecticut could meet the requirements to seek a major disaster declaration.
“We want to know if you had damage,” Turner said, adding that reports are important “no matter how big or small it might be.”
The flooding temporarily closed dozens of roads and bridges Sunday, including Route 1, a portion of Interstate 95 in Greenwich, and the Merritt Parkway between Westport and Fairfield.
As of Monday morning, all state roads had reopened and rail operations had resumed and were running on time, according to the Leisha King, deputy commisioner of the state Department of Transportation.
Bridgeport was among the communities hit by the flooding. Acting Fire Chief Mark Cody said the department responded to more than 100 calls for service during a three-hour period on Sunday morning, including rescuing dozens of people who were stranded in homes or cars.
Bridgeport resident Chuck Anthojnisz said he ended up with around 7 inches of water in his basement and had never seen that much rain in the 20 years he has lived there.
“The street was completely inundated,” he said.
Westport was also among the hardest-hit communities. The Westport Fire Department made 13 rescues involving people stranded in vehicles as rising water flooded roads. Deputy Fire Chief Matthew Cohen said parts of Westport are prone to flooding when brooks and creeks connected to the Saugatuck River overflow.
In New Haven, Mayor Justin Elicker urged drivers to obey road closures after some motorists drove around barriers and became stranded in floodwaters.
