The Islamabad memorandum between the United States and Iran was a fair deal signed at the highest level, so it would be worth considering a return to it, Russian Foreign Minister Sergey Lavrov said at a news conference following his participation in the high-level week of the 81st session of the UN General Assembly.

"There was also the Islamabad memorandum, which contained specific agreements. It was signed at the highest level," he recalled. "We believe that the Islamabad memorandum was a fair deal, as they say. Since it was signed at the highest level, it was probably done knowingly. So why not return to it?".
