Troy police make second arrest in animal abuse investigation

A second woman has been arrested in connection to the alleged neglect of a six-month-old Pitbull in Troy. Troy Police said 25-year-old Kyra Mcintosh was charged with failure to provide proper sustenance under Agriculture and Markets Law Section 353.
