The White House has unveiled a "White House Accord on Super Intelligence," signed by US President Donald J. Trump and executives representing several major technology companies developing frontier artificial intelligence systems.

Titled "Joint Commitment on Frontier Responsibilities," the document sets out a framework for companies developing and deploying frontier models to strengthen internal controls, monitoring and independent oversight as the technology advances.

The signed accord carries the names of Trump, Google CEO Sundar Pichai, Anthropic CEO Dario Amodei, Meta CEO Mark Zuckerberg, OpenAI executive Greg Brockman, xAI CEO Elon Musk and Nvidia CEO Jensen Huang.

Four Layers of Controls and Audits

The document says every company training and deploying frontier models should have "robust internal processes and controls" to ensure its technology behaves as intended and that problems are identified and resolved promptly.

It outlines four layers of controls and audits. First, companies are expected to implement robust internal controls to monitor the capabilities and alignment of their models during training and deployment. The controls are also intended to address areas including cybersecurity, biosecurity and chemical threats, while ensuring that models do not hack or access technical systems in unintended ways.

Second, companies should empower an internal team responsible for ensuring that the controls, monitoring and detection systems operate as intended and that identified issues are addressed.

Third, the accord calls for companies to partner with an independent external auditor or evaluator. That outside assessment would examine whether the company's controls, monitoring and detection mechanisms are functioning as intended.

The fourth layer involves an independent board committee. According to the document, the committee would oversee the process and receive reports from teams responsible for controls, as well as from internal and external auditors and evaluators. It would also help ensure that identified issues are remedied.

Building Public Confidence

The accord says the combined measures are intended to give companies, their customers and the public greater confidence that the technology is operating as intended.

The participating companies also commit to meeting regularly to establish standards and best practices aimed at improving the safety of their systems.

The document focuses on both company-level safeguards and independent oversight rather than describing a single technical mechanism for controlling frontier models. Its framework places responsibility on companies to monitor their systems while also bringing in outside evaluation and board-level oversight.

Possible Future Laws and Regulations

The accord also addresses the possibility of government rules in the future. It states that, over time, it "may make sense to codify these steps into laws or regulations."

At the same time, the document says that regardless of whether such measures are ultimately required of companies, implementing the controls and audits is considered critical to ensuring a safe future.

The signatories commit to carrying out the measures described in the document, establishing a framework centered on internal monitoring, independent evaluation and board oversight as frontier technology continues to develop.

The accord's stated objective is ultimately to promote confidence that increasingly advanced systems are being developed and deployed with controls designed to identify problems and ensure that the technology operates as intended.
