lang/gcc13: Update to 13.4.0
Also remove files/patch-libgcc-config.host: patch has been upstreamed
with upstream commit 4f3a1ef6a8f32e4583d4c67fc452db9aa7fccb68.
Patch had been tested in PR 281091 and then forgotten, so I have tested
it again more recently before merging it into the main branch (without
the full exp-run, it is not needed as GCC 13 is not default GCC
version).
