Enabling TLS 1.3 should not have any impact on your environment, other than causing the ISE application to restart.However, you should disable TLS 1.0 and TLS 1.1 to improve the overall security of your environment.If you still have devices that require TLS 1.0 or TLS 1.1, you may need to review those devices and consider whether they can be upgraded or replaced.
