Argentina’s monetary authority has closed the door on any near-term integration of cryptocurrencies into the formal banking and payments system, citing persistent economic fragility as the decisive constraint.

Juan Curutchet, Superintendent of Financial and Foreign Exchange Institutions at the Banco Central de la República Argentina (BCRA), made the position clear during the Pulso 2026 event organized by the Cámara de Medios de Pago.

Speaking as he prepared to leave the stage, he volunteered that neither full dollar liberalization nor crypto-related changes would occur in the current year, while signaling that both topics could surface under a potential second presidential term for Javier Milei.

Curutchet framed the issue as part of a broader “pending agenda.” In his view, meaningful progress on digital assets within regulated banking channels would require a markedly lower perception of vulnerability than exists today, together with fuller economic freedom.

“Today we have a level of fragility that does not allow us to advance much,” he stated, adding that these matters remain appropriate for later discussion once conditions improve.

The remarks effectively postponed any reconsideration until after the 2027 electoral cycle, should Milei secure reelection and take office again in December of that year.

The stance reaffirms the 2022 prohibition formalized in Comunicación “A” 7506.

That measure barred financial institutions from offering or facilitating client operations with digital assets—including cryptoassets—that had not been authorized by a competent national regulator or the BCRA itself.

The rule was issued days after Banco Galicia, Brubank, and Ualá briefly launched crypto trading and custody services, prompting the banks to reverse course.

In 2023, Comunicación “A” 7759 extended equivalent restrictions to payment service providers with accounts, such as Mercado Pago.

Regulated virtual asset service providers registered with the Comisión Nacional de Valores remain the permitted channel for retail crypto activity.

The decision arrives against a backdrop of substantial grassroots crypto use.

Chainalysis data has repeatedly placed Argentina as Latin America’s second-largest crypto market by transaction volume, with figures in the $88–94 billion range across recent twelve-month windows. Stablecoins have dominated much of this activity as households and businesses seek dollar-linked instruments amid historical inflation and capital controls.

Despite earlier local reports in late 2025 that the BCRA was drafting rules potentially allowing banks to offer custody and trading of major assets such as Bitcoin, Ethereum, and certain stablecoins as early as April 2026, Curutchet’s comments indicate no such shift is planned in the near term.

Industry observers have interpreted the statement as leaving a longer-term opening rather than a permanent rejection.

Some banking groups have continued exploratory work on institutional stablecoin or programmable-money projects through separate entities that sit outside traditional bank balance sheets, thereby avoiding direct conflict with the existing prohibition.

Market participants note that formal bank integration could expand access for users who prefer familiar banking apps, improve oversight of flows, and support treasury or collateralized-credit use cases, yet any such step remains contingent on improved macroeconomic conditions.

For now, Argentine banks and payment platforms must continue operating under the 2022–2023 restrictions.

Crypto activity stays concentrated in specialized, CNV-registered platforms.

The BCRA’s emphasis on sequencing reforms around reduced fragility and electoral timing underscores a cautious approach to measures with potential systemic or foreign-exchange implications, even as digital asset adoption continues outside formal banking channels.
