The Board of Regents is expected to vote Thursday on measures meant to address the “overall failure” detailed by an outside firm’s investigation sexual harassment complaints.
Those changes include creating new policies clarifying Title IX rules and creating a dashboard to allow people to track future changes.
The board is scheduled to meet Thursday at 10 a.m.
The proposals are among the recommendations made by Grand River Solutions, a firm hired by the board to review how the Connecticut State and Universities system handles sexual harassment complaints against former interim chancellor John Maduko.
Maduko has denied the allegations but resigned in April.
Current Interim Chancellor Natalie Braswell said it’s important for the board to make changes quickly and restore confidence in the CSCU system.
“This chaos breeds opportunity for change,” she said during an interview Friday in New Haven. “What has been highlighted for us are cracks in the system.”
Proposed changes include creating an online dashboard that details the report’s recommendations and the status of any changes.
The board will also vote on new policies that the HR and Administration Subcommittee approved Friday.
The changes overhaul the system’s rules for compliance with Title IX rules around harassment and discrimination, including clarifying that regents are subject to those rules.
If approved, the regents would also be considered mandatory reporters.
” It is alarming and it should be alarming to everybody and I think everyone has taken it very seriously,” Braswell said about the report and the need for changes.
Student leaders have called for tighter rules and accountability when it comes to harassment and discrimination.
“Focusing on that immediately, it might be the easier, simpler thing to do, but that doesn’t make it less important,” Eastern Connecticut State University Student Government President Mathew Biadun said.
Biadun and other members of a student advisory committee have also said they want to see the board pause a search for a permanent chancellor while it addresses problems highlighted in the GRS report, as well as respond to other scandals.
The board has been searching for a permanent chancellor since Terrence Cheng resigned in 2025 due to backlash for his use of a purchase card.
Central Connecticut State University also needs a new president after Zulma Toro resigned in late September amid an investigation into bullying. Kimberly Kostellis was appointed interim president Thursday.
Biadun is worried the board might not properly vet a new chancellor while also focusing on other challenges.
“If you do it wrong the first time, it’s going to lead to people scrambling; it’s going to lead to chaos,” he said.
Braswell said that’s a decision for the board, although she added the search should not be the priority.
She feels CSCU would put the next chancellor in a better position to succeed by first fixing problems and restoring trust. She also said that might attract better candidates.
” Maybe the time is better spent making sure that the system is stabilized in a way through governance structures, through finances, through the programs,” she said.
