A Paulsboro mother and stepfather have been charged with beating a 9-year-old to death after, officials claim, they initially told police the child was hit by a car.
On Thursday morning, law enforcement officials in New Jersey announced that India Miller, 27, and Sean D. Scott, 45, both of Paulsboro, New Jersey, have been charged with murder, child endangerment, making a false report to police and related offenses after Miller’s daughter died on Oct. 13, 2026.
According to police, officers were called to the couple’s Paulsboro home at about 1:10 a.m. on Tuesday on a report of a child not breathing.
Here, officials said, first responders were told by Miller and Scott that Miller’s 9-year-old daughter was found outside by a shed on the couple’s property after they claimed she was struck by a car while out walking their dog.
The girl was taken to a nearby hospital where, officials said, she was pronounced dead at about 6:42 p.m.
Miller told first responders “she heard a loud sound, similar to tires screeching, before Scott went outside and found the victim by their shed,” police said.
However, an investigation into those claims, police said, found the story did not line up with evidence that was uncovered.
According to police, the child suffered facial trauma, bruising all over her body and other injuries that were not consistent with a vehicle crash.
Also, officials said, investigators reviewed surveillance video from buildings in the area and found no vehicle traffic during the timeframe that Miller claimed her daughter was struck.
At the home, investigators found wet children’s clothing with suspected blood in an upstairs bathroom and suspected blood on tile surrounding the tub, as well as on a Swiffer Wet Jet and other cleaning supplies.
In an interview with investigators following this incident, officials said, a 4-year-old sibling of the deceased said Scott had struck the young girl in the eyes and face on the night of her death.
An autopsy found the victim suffered numerous injuries, including some that were in various stages of healing, officials said.
According to an autopsy report, the victim’s eyes suffered blunt force trauma — and her left eye was swollen shut — there were abrasions on her “inner thigh and intimate parts,” she had a ruptured colon and she had multiple broken ribs.
Her death was ruled a homicide by the Gloucester/Salem/Cumberland counties’ medical examiner.
Both Scott and Miller have been arrested and are being held at Salem County Jail, police said. They both appeared in Gloucester County Court Thursday afternoon. They’re both due back in court for separate hearings later this month.
The couple’s neighbor, Anthony Culpepper, told NBC10 he knows Miller and saw her whenever he walked his dog.
“She seemed like a pretty nice lady,” Culpepper said. “She didn’t seem like she had any type of mental health issues or anything like that.”
Culpepper reacted to the allegations against the couple.
“I can’t imagine that,” he said. “That is just unheard of for me with a child.”
