Microsoft is offering voluntary buyouts to around 60,000 employees as the tech giant looks to reshape its organisation while pouring money into artificial intelligence. The offer raises a bigger question for workers: is this a way to avoid another wave of layoffs, or a sign that Microsoft is preparing for a leaner future?

The company announced the new Voluntary Exit Offer on Oct. 26, saying eligible employees in participating teams can leave with financial support and career-planning resources. The programme covers workers in the United States, Canada, the United Kingdom and India at internal level 70 and below. Not everyone in those countries qualifies, however, because eligibility depends on the organisation and team.

Microsoft Buyout Plan: Who Is Eligible?

Microsoft has around 223,000 employees, based on its latest reported headcount. The buyout offer could therefore reach more than one-quarter of its workforce, although the company has not said how many employees it expects to accept.

The offer covers participating teams in areas including AI experiences, Copilot, finance, human resources, Xbox and Windows + Devices. Some employees in marketing, commercial business and security are excluded, according to Reuters. Eligibility is determined by Microsoft's internal level system, with the offer available to eligible staff at level 70 and below.

The programme is voluntary. That means 60,000 employees are potentially eligible for the offer, not that Microsoft is laying off 60,000 people.

Why Is Microsoft Offering Buyouts Now?

The announcement comes as Microsoft invests heavily in AI infrastructure, including the data centres and computing capacity needed to develop and run AI services. At the same time, the company has been adjusting its workforce and reducing costs across parts of its business.

Microsoft announced around 4,800 layoffs in July 2026, according to a company statement, following more than 15,000 job cuts in 2025. The new voluntary programme provides another way for participating teams to adjust staffing, but it does not mean involuntary layoffs are off the table.

Chief People Officer Amy Coleman said the offer gives employees considering a future outside Microsoft another option, while giving participating organisations greater flexibility to respond to changing business needs.

Will Microsoft Employees Get Severance Pay?

Employees who accept the offer will receive financial support and career-planning resources. Reporting by GeekWire says the package is based on Microsoft's standard severance arrangements and may include pay based on tenure and level, continued stock vesting, healthcare coverage for a limited period and career-transition services.

The offer is not restricted by age or length of service in the way Microsoft's earlier voluntary retirement programme was. However, the new offer is limited to participating organisations, and employees should check their individual terms before deciding whether to accept it.
