Космические аппараты серии CICERO это представители ОГ НОО КА ДЗЗ, которые используют технологию измерения изменений отраженных от атмосферы и земной поверхности сигналов GPS и Galileo для проведения съемки. По своему целевому назначению данные аппараты можно отнести к метеоспутникам. Всего в группировке КА должно находиться до 24 КА.
