Спутник ICO F21 массой 2750 кг изготовлен специалистами компании Boeing Satellite Systems Inc. (BSS), отделением Boeing Company, на основе платформы BSS-601. Его создание и запуск на орбиту обошлись компании New ICO в 225 млн $. Он сможет обслуживать одновременно до 4500 телефонных звонков.
