JUBA — South Sudan’s security situation remains a major concern, with the ceasefire monitoring mechanism warning of persistent violence, abductions, and alleged forced recruitment in several parts of the country.

The Ceasefire and Transitional Security Arrangement Monitoring and Verification Mechanism (CTSAMVM) chairperson, Maj. Gen. Dr. Hailu Endashaw Atomsa, issued the warning on Monday, citing deteriorating security in parts of Western Equatoria, continued volatility in Jonglei, and alleged forced recruitment in Lakes State.

Maj. Gen. Dr. Atomsa warned that ongoing human rights violations and restrictions on humanitarian access continue to undermine national stability.

“While Greater Equatoria has remained relatively stable, security conditions in parts of Western Equatoria have noticeably deteriorated,” said Atomsa during the opening of the 59th Board Meeting of the Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanism (CTSAMVM).

“Jonglei State remains among the nation’s most volatile hotspots, and Lakes State continues to raise serious alarms over alleged forced recruitment drives.”

“CTSAMVM has continued deploying monitoring and verification teams, as well as short- and long-duration patrols and air patrols, to investigate reported violations and security incidents across the country.”

He strongly condemned the ambush on a United Nations Mission in South Sudan (UNMISS) patrol in Pajut, Jonglei State, stating that such incidents present growing threats to international peace operations.

Atomsa urged the transitional government to strengthen the protection of civilians along high-risk roads and in conflict-prone areas through coordinated security deployments, improved early-warning mechanisms, and timely preventive measures.

Atomsa also expressed concern over violence in Tonj North County, Warrap State, where an attack on August 9, 2026, allegedly involving armed youth from Mayom County in Unity State resulted in civilian casualties.

He revealed that an attack in Jonglei State left two peacekeepers dead and seven others wounded, adding that civilian protections remain dangerously fragile despite a broader drop in major military clashes.

“CTSAMVM urged all signatory parties to strictly uphold the Permanent Ceasefire, honor their obligations under the 2018 peace agreement, safeguard non-combatants, and guarantee unhindered access for humanitarian relief operations.”
