Samsung Electro-Mechanics' investment schedule for semiconductor glass substrates is being delayed due to a bottleneck in customer reliability evaluations of prototype products.

As a result, the production-line construction schedule for GlaSSEM, the glass core joint venture between Samsung Electro-Mechanics and Dongwoo Fine-Chem, has also been pushed back, leaving the timing of related equipment orders uncertain.

According to multiple industry sources on Aug. 12, GlaSSEM has yet to provide suppliers with a schedule for equipment orders. "As recently as the end of July, it appeared that orders were imminent, but now it is difficult to predict when they will resume," an industry source said. "The schedule has been postponed several times, making it difficult even internally to roughly estimate when orders will be placed."

Samsung Electro-Mechanics began notifying suppliers of equipment orders for the GlaSSEM production line in November last year, but the schedule was postponed at least three times, first to December, then to March and again to June. Since June, suppliers have received no further guidance on a revised schedule.

Industry sources attributed the delays to Samsung Electro-Mechanics' failure to obtain reliability qualification for glass substrate prototypes from a global communications semiconductor customer. "As I understand it, the investment schedule was put on hold after Samsung Electro-Mechanics failed to pass the reliability evaluation," a person familiar with the matter said. "Because the company needs to produce and submit new prototypes, further delays to the existing schedule are inevitable." The person added, "It is not possible to produce new prototypes within just one or two weeks, so it is now uncertain whether investment in the line can take place within this year."

Samsung Electro-Mechanics is currently producing glass substrate prototypes at its Sejong facility. To move from pilot production to initial-volume production, the company is preparing to build a GlaSSEM production line with Dongwoo Fine-Chem, a subsidiary of Japan's Sumitomo Chemical. Most suppliers for key process equipment, including deposition systems, etching systems, laser drilling equipment and inspection systems, have already been selected.

As recently as last month, equipment suppliers widely expected orders to begin in August. Samsung Electro-Mechanics had planned to start with deposition systems, which have the longest lead times, and install major process equipment at Dongwoo Fine-Chem's Pyeongtaek facility by April next year, with the initial production line to be completed within the second quarter. The company was also understood to have considered placing orders for long-lead-time equipment under its own name before transferring the contracts to GlaSSEM.

A delay in Samsung Electro-Mechanics' glass substrate mass-production schedule has also become inevitable. Even if equipment orders are placed within this year, the time required to manufacture the equipment means construction of the production line is expected to be possible no earlier than the second half of next year. Mass production is understood to have been pushed back to 2028 or later.

When Samsung Electro-Mechanics announced the establishment of GlaSSEM in early July, it targeted operations beginning in the second half of 2027. At its recent second-quarter earnings presentation, less than a month later, the company revised the start of operations to 2028.
