$200 recurring monthly charges despite project being on pay per use

My credit card statement shows me being charged $226 USD monthly despite this app being listed as “Pay per use” in the X developer console.

There appears to be no method in the web interface to end the subscription.
The Payment section also shows no records of any invoices or payments.
The app has had zero activity for at least 12 months.
It appears X is silently charging my credit card and not notifying me.
I have “disconnected” the app but it’s unclear if that will end the subscription.
I would like the subscription ended immediately and the last 12 months refunded.
